Biographical Note:

William Hill served as the head of the Organization for Security and Cooperation in Europe’s mission to Moldova from 1999 to 2001 and then again from 2003 to 2006 in addition to other posts with the Department of State and the Department of Defense. He is a professor emeritus at the National Security University as well as a Global Fellow at the Wilson Center’s Kennan Institute.
