Biographical Note:
Steven Pifer served as the deputy assistant secretary of state for European and Eurasian affairs from 2001 to 2004. Prior to that, he was U.S. ambassador to Ukraine from 1998 to 2000 and served on the National Security Council, including as senior director for Russia, Ukraine, and Eurasia from 1996 to 1997. Currently, he is the William J. Perry Fellow at Stanford University’s Freeman Spogli Institute for International Studies and a nonresident fellow with the Brookings Institution.
