Biographical Note:
Thomas Graham served as special assistant to the president and senior director for Russian affairs on the National Security Council from 2004 to 2007. From 2002 to 2004, he was director for Russian affairs on the NSC and prior to that he was associate director of the State Department’s Office of Policy Planning. From 1984 to 1998, he served as a foreign service officer specializing in Soviet and Russian affairs. He is currently a distinguished fellow at the Council on Foreign Relations and a senior advisor at Kissinger Associates, Inc.
