C. Boyden Gray
During George W. Bush's Presidency, C. Boyden Gray served as Ambassador to the European Union and was Special Envoy to Europe for Eurasian Energy. He also served as White House Counsel to George H.W. Bush, and Vice Counsel to President Reagan.
