Since March 25 Gray had been with Triplett at Harrisburg, where he found his friend "in high spirits" because he believed that "satisfactory terms for the arrangement of the loan contract [are] to be consummated tomorrow."  The actual negotiotions with members of the Texas interim government continued to drag, and discussions were still underway on March 31 when Gray and Triplett signed this document.  The "loan matter," as Gray described the arrangement between financial agent Triplett and the Texas cabinet, was concluded the next day.  The Gray-Triplett document provided that those parties could settle their business independently of the Texas government.   Courtesy Dorothy Sloan - Books.
