Preventive maintenance is performed on 1,600 pieces of building equipment, some of which are multiple pieces.



One of the functions of the Department of Campus Planning and Plant Operations is to provide routine maintenance services and establish priorities for capital renewal needs of campus facilities, systems and infrastructures.  (Exceptions to these facilities are residence halls and certain revenue generating venues.)

Billable Vs Non Billable Services

(Here’s how it works)
In general, you will not be charged for routine maintenance, repair or replacement of parts of your building structure, systems, components and/or infrastructure. This type of work is performed by CPPO on a schedule determined by the life cycle of the system or component, the availability of staff and funding allocations. 

You will be charged for a discretionary request for service a non-maintenance function including: construction, installation and repair or maintenance of a device, fixture, apparatus, or structure that is not generally integral to a university facility or supply of any non-maintenance support, assistance, and/or commodity for which CPPO would incur a non-budgeted expense.

How do I know if my request will be billable or non-billable?

Good Question.  Rule of Thumb: If a piece of equipment is not part of a building system for which Campus Planning and Plant Operations has full operating control, whether it was installed at the time of construction or added later, it is the responsibility of the department that controls the equipment to fund its repair, maintenance, or replacement.

Here are some examples:

CPPO is responsible for fixtures or pieces of equipment attached to a wall, floor or ceiling that is a common element to any school or department. For example, white boards may be used by a business, theology, history or chemistry class. Fume hoods would only be used for the chemistry class.  CPPO would be responsible for maintaining the whiteboards but the requesting department would pay for any work performed by CPPO on the fume hoods. The cost for repairing items not attached to the building is generally at the expense of the affected department.

Regular fixed classroom furniture is maintained by Campus Planning and Plant Operations. Office furniture, laboratory furniture, residence hall furniture, and furniture used in research or library areas are the property of the department concerned and are maintained at that department’s expense.

Billable

Typical Standard Services that ARE generally charged to the requesting department:

  • Alarm monitoring and event scheduling
  • New or Redesigned HVAC equipment
  • Extra request for trash collection
  • Re-keying locks, new & replacement keys
  • Wall repairs  due to pictures or bulletin boards being moved
  • Paint requests for specific dates or for color changes
  • Carpet replacement requests other than for safety reasons
  • Individual lamp replacements
  • Wood floor refinishing e.g., sanding, resurfacing, re-striping
  • Moving furniture, files, 
  • Hanging bulletin boards, pictures, etc.
  • New window treatments (new shades, mini-blinds etc.)
  • New signage or signage changes
  • Vehicle Maintenance and repair
  • Balancing and Duct Cleaning
  • Relocation of Sensors
  • Lab Vacuum, Lab Air, and DI Water Plants

Plumbing Systems
•Compressed air distribution system •domestic cold water distribution system •fire protection system •heat recovery systems •natural gas distribution system •purified water distribution system •roof drain system •storm water drain system •vacuum distribution system •ventilation systems •waste water drain system (sewer) •swimming pool operating systems.

A final note: (this is the fine print)

  1. If an extenuating circumstance exists that calls to question the funding source for a service, it must be discussed with the appropriate CPPO staff member before the work commences, otherwise, the charges will be the responsibility of the department requesting the service.
  2. Often we are asked to provide estimates for you. In this situation CPPO reserves the right to recover out-of-pocket expenses and/or charge reasonable fees for service based upon its own evaluation of the type and conditions of the service requested.
  3. Since Campus Planning and Plant Operations has been charged with the overall responsibility for campus building maintenance, only Campus Planning and Plant Operations is authorized to perform building maintenance, painting, remodeling, or construction work, etc., unless CPPO issues a building work permit to the requester. Any work done by other university entities or by outside contractors is subject to inspection by CPPO to ensure that building code requirements are met and that university standards are maintained.
